What vcp Does Not
vcp does not eliminate the need for the applications to handle both the source and destination repositories. You need CVS to migrate from CVS.
However, vcp handles RevML repositories all by itself. So you can migrate and distribute a repository as RevML. Then anyone armed with vcp can migrate from RevML to their favorite tool without needing the original RCS.
